Why is the City transitioning operators at the Youth Sports Complex?
To embrace and more effectively manage the city’s Community Park assets and the sustained growth of Justin and surrounding communities, the City is making this change to enhance the overall experience for athletes, families, and the community. The new operator, KemperSports, brings additional expertise in youth sports programming, facility management, experience in maintaining continuity of operations, and program development that will help maximize the complex’s potential.
When will the transition take place?
Transition support will begin immediately. The current operator will continue services through the fall season, and KemperSports will assume full operational responsibilities on January 1, 2026. The park improvement project will begin in mid-November. Registration for the spring season will be available in mid-November.
Will this impact current programs or teams using the facility?
All existing youth sports leagues, teams, and programs will continue as scheduled through November 30. KemperSports is committed to providing a smooth transition with no disruption to current activities. Beginning in mid-November, registration will open for the spring youth baseball and softball seasons. The structure and scope of these offerings will remain consistent with previous seasons.
How will this affect parents, players, and coaches?
Parents, players, and coaches can expect a gradual improvement in the park experience. During the transition period, initial enhancements will begin, with a focus on creating a more enjoyable and welcoming environment for all participants and visitors. Starting in the spring season, KemperSports will introduce refreshed program offerings designed to build on existing strengths. The upcoming Dream Complex is another exciting opportunity for the community to look forward to.

JRec Recreational Programming
What is JRec?
JRec is the City of Justin’s new recreational programming initiative for baseball and softball. It is designed to provide structured, accessible, and community-focused opportunities for youth to participate in organized sports, physical activity, and skill development. JRec programs are intended to be inclusive and engaging for all children, regardless of skill level or experience.
Why is the City creating JRec programs?
As the City of Justin and the surrounding community experiences rapid residential growth, there is an increasing need to enhance access to parks and recreational programming. JRec is part of the City’s effort to activate community spaces, provide quality recreational opportunities, and support both current and future residents’ interests and needs.
What types of programs are offered through JRec?
JRec baseball programs are being developed across multiple levels of participation:
- Recreational Leagues – Community-based, fun, and inclusive programs designed for beginners or players looking to enjoy the sport in a low-pressure environment. Emphasis is on skill development, teamwork, and sportsmanship.
- Advanced Rec/Premier Leagues – Higher-level competition with more structured practices, ideal for players with prior experience who want to refine skills while still participating in a community-focused setting.
- City-Select Leagues – The most competitive level, including tryouts, advanced instruction, and participation in regional or travel-based tournaments. This level is designed for players seeking high performance and a pathway to higher levels of play.
How much do programs cost?
- Recreational Leagues: $75 per player
- Advanced Recreational Leagues: $95 per player
- City-Select Leagues: $150 per player + tournament fees

JRec programs are designed for youth of all skill levels. Each program level caters to different age groups, experience levels, and athletic goals, providing clear progression pathways from beginner to advanced levels.
